I. Employee welfare measures and the Implementation thereof:
1. All employees joining labor insurance, national health insurance and group insurance: Employees of Ta Yih shall join labor insurance and national health insurance. In addition, they may join group insurance free of charge, and the content of the group insurance is life insurance (disability benefit, death benefit, etc.) and accident injury and death benefits, etc.
2. Periodical employee health examination: To ensure health of employees, Ta Yih not only provides them with periodical health examination free of charge, but also adds specific examination items in the health examination for operators of special operations. In September 2022, Ta Yih arranged for Tainan Municipal Hospital to conduct health examination at the factory for 344 employees.
3. Balls and fitness equipment are purchased for employees to play and use free of charge.
4. Ta Yih offers food allowances to employees, and has set up a restaurant for employees to eat in. It also has a canteen for employees to have more dinning options.
5. Meal allowances for the year-end party are allocated.
6. It provided employees with vaccination against influenza free of charge in November 2022.
7. The Breastfeed Room is provided for female employees to breastfeed after childbirth.
8. It arranges for doctors to provide employees with medical consultation and assistance every month.
9. Legal advisors are retained to provide legal consultation and service for employees any time.
10. It acquires travel insurance of fixed sums for the employees travelling on business.
11. Employee Welfare Committee established to deal with matters relevant to welfare of employees: Ta Yih established the Employee Welfare Committee on July 8, 1980. The Committee, taking in charge of welfare of all personnel, has 23 members. Except one ex-officio member (i.e. business executor) designated by Ta Yih, other members are elected by all personnel. To review the employee welfare system and taking welfare-related measures, the Committee holds a meeting every 2 months and may hold a special meeting based on actual needs. Routine activities are involved in the following:
(1) Gift money for birthday, and gift certificates for Mother’s Day
(2) Gift money for Dragon Boat Festival, Mid-Autumn Festival and Chinese Lunar New Year
(3) Gift money for weddings and subsidies for funerals
(4) Consolation money for injury, disease and hospitalization
(5) Subsidies for childbirth
(6) A company trip for employees free of charge in November 2021
(7) Subsidies for employees’ activities held by soft ball and other clubs
(8) Signing a contract with the domestic good shops and stores as “appointed stores” and providing employees with complete and high-quality shopping information
II. Status of Continuing Education and Training for Employees, and Implementation of Training
1. Ta Yih is committed to sustainable cultivation of talented employees, assisting employees in growing and enhancing quality of human resources.
2. To fulfill its philosophy of providing educational training and fully develop functions of such training, Ta Yih divides its educational training of the system into the following:
(1) Educational training in the factory: The Human Resources Division of Da Yih makes a corporate educational training plan every year and arranges for a high-ranking officer or the employee qualified to be an internal instructor to provide multi-faceted training program for employees.
A. Training for new employees
B. Training based on the hierarchical system: Training programs for management, divisions, sections, etc.
C. Professional training: Training on cultivation of talented employees, safe environment, production, quality, development, etc.
D. Core competence training: The content of training includes implicit attitude (e.g. positiveness, and adaptability) and explicit behavior (e.g. planning and organizational ability, and question analysis and resolution ability), to help employees in building a solid foundation for better work performance
(2) Training outside of the factory and overseas education: Personnel of each unit shall take the educational training scheduled by Ta Yih in the factory and may be designated, based on the needs of duties, to participate in the programs held by external training institutions from time to time.
(3) On-the-job training: Departments, Divisions and Rooms of Ta Yih make their respective educational training programs. The head of the department/division/room or the officer designated specifically will share knowledge learned from work at the department/division/room.
In 2022, Ta Yih had 10 educational training programs taken in the factory. The training hours were 45 and 463 persons participated.
In 2022, a total of 20 persons participated in a total of 12 training programs outside of the factory.
In addition, to improve language skills of employees and enhance quality of human resources, Ta Yih held English and Japanese training programs for the needs of duties, in hopes of expanding into international market and achieve the sustainable operation goal. In 2022, Ta Yih opened a total of 3 classes for English and Japanese training. Training hours were 48 hours in total, and 416 persons participated.
III. Employee Retirement System, and Implementation of the System:
To enable each employee to have a stable life after retirement, Ta Yih established the employee retirement regulations and set up the Supervisory Committee of Worker Retirement Reserve Funds on Aug. 25, 1987. Ta Yih contributes a fixed amount to the reserve funds, which are deposited in a specific account with Bank of Taiwan, to protect interests of employees. Before the end of each year, Ta Yih estimates the balance of the retirement reserve funds in the specific account. If the balance is not enough to pay the retirement pensions calculated based on the number of the employees satisfying retirement conditions in the next year, then the difference will be made up by the end of March of the next year.
The new retirement regulations provided by the government were also applied from July 1, 2005. For each employee choosing to apply the retirement system provided by the Labor Pension Act, Ta Yih will contribute 6% of the monthly salary of the employee to his/her individual labor pension account with Bureau of Labor Insurance. If the employee intends to deposit a pension fund from his/her monthly salary, Ta Yih will deposit a pension fund at the percentage designated by the employee from his/her monthly salary to his/her individual labor pension account with Bureau of Labor Insurance.
Ta Yih has applied the following provisions of the Labor Pension Act:
1. Voluntary retirement: An employee may apply for voluntary retirement under any of the following circumstances: (The same provisions are applicable to an employee choosing to apply the Labor Pension Act.)
(1) The employee has worked for more than 15 years and attains the age of 55.
(2) The employee has worked for more than 25 years.
(3) The employee has worked for more than 10 years and attains the age of 60.
2. Forced retirement: Ta Yih shall not force an employee to retire except for the following circumstances:
(1) The employee attains the age of 65.
(2) The employee is unable to perform his/her duties due to mental or physical disability. If the specific work entails risk, requires substantial physical strength, or is of a special nature, Ta Yi may request the central competent authority to adjust the age indicated in Subparagraph (1) above; however, the age shall not be reduced below 55.
3. Standards of Giving Retirement Pension
(1) The service period of an employee before and after the application of the Labor Standards Act, the service period of an employee to which the provisions of the Labor Standards Act for retirement pensions are applicable, as chosen by the employee, in accordance with the Labor Pension Act, and the service period of an employee which is retained before the application of the Labor Pension Act, the retirement pension calculated in accordance with Articles 84-2 and 55 of the Labor Standards Act shall be given to the employee.
(2) If the service period of an employee falls in any of the aforementioned circumstances and the employee who is forced to retire in accordance with Subparagraph 2 of Article 35 (1) of the Labor Standards Act becomes mentally or physically disabled because of the performance of his/her duties, then an extra 20% of the retirement pension shall be given in accordance with Paragraph 2 of Article 55 (1) of the Labor Standards Act.
(3) For an employee to whom the provisions of the Labor Pension Act for retirement pensions are applicable, Ta Yih shall contribute 6% of his/her monthly salary to his/her individual labor pension account.
4. Payment of Retirement Pension: The retirement pension payable to an employee shall be paid within 30 days after the date of retirement of the employee.
IV. Protection Measures for Personal Safety of Employees and Working Environment, and Implementation of the Measures:
To create a zero-disaster, zero-accident, healthy and comfortable working environment, Ta Yih obtained the OHSAS-18001 Occupational Safety and Health Management System (OH&SMS) certification in December 2002 and obtained the revised ISO45001 certification in August 2020, which have recognized the fact that the operating and production activities of Ta Yih meet the requirements stated in the Occupational Safety and Health Act. Ta Yih will take improvement measures for prevention of disease and harm continuously and implement occupational health management to ensure physical and mental health of employees.

(2) Safety and health facilitation activities in the Month of Safety and Health for enhancement of safety awareness
(3) Strengthening of alteration management to prevent possible risks and jeopardy generated from change of personnel, mechanical equipment, raw materials, manufacturing processes and technology, operation and maintenance, and working environment
2. Facilitation of Physical and Mental Health
Continuous implementation of the “Abnormal Workload-triggered Disorders,” “Ergonomic Hazards,” and “Unlawful Infringement in Workplaces and Maternity Protection” and other prevention plans
3. Fire Prevention and Disaster Prevention
(1) Continuous fire management for the places that have a high risk of fires and explosions
(2) Inspection, repair and improvement of fire safety facilities
(3) Fire management during fire work
